Federal Resume 2-Page Rule: What OPM Enforces in 2026

If you're applying to a federal job, the resume you submit is 2 pages. USAJOBS has enforced that limit since September 27, 2025. It isn't a preference or a scoring factor. The system blocks longer resumes at upload, and if a longer one gets through anyway, HR removes the applicant from consideration. There are real exceptions, and we'll cover them, but for standard competitive General Schedule positions the cap is hard.

Here's the current rule set, with dates, straight from the primary sources.

Where the rule comes from

The 2-page limit comes out of Executive Order 14170 (January 2025) and the Merit Hiring Plan, the OPM memo dated May 29, 2025 that implements it. The plan's own words: "This Merit Hiring Plan will prohibit the current longform Federal resume structure. Instead, there will be a 2-page limit on resume length."

OPM followed with formal guidance on September 12, 2025, and the USAJOBS restriction went live on September 27, 2025. The restriction covers every resume path: the one saved in your USAJOBS profile, new uploads, resumes built in the USAJOBS builder, and searchable resumes in the Agency Talent Portal. The rule is enforced twice

This isn't an honor system, and it isn't one gate.

First, the system block. OPM's guidance is blunt: "USAJOBS will not allow you to upload or build resumes longer than two pages." You can't submit around it.

Second, HR removal. Announcement language across agencies in 2026 reads like this: "Applicants with resumes exceeding two pages will be removed from consideration." And OPM's agency guidance goes further: "If the only resume received by an applicant is longer than two pages, the applicant is ineligible for further consideration."

One more mechanic worth knowing from the same guidance: if you correctly submit a 2-page resume and also attach a longer one, only the 2-page resume gets reviewed. The longer document doesn't help you. It just doesn't count.

What "removed from consideration" actually means

Disqualified. Not downgraded, not deprioritized. The status notification OPM gives agencies says it plainly: "Your application is not being considered due to not meeting the resume page number requirement in the job announcement." That's the end of that application. This is why page count is the first compliance check, before a single word of content gets evaluated.

The exceptions that are real

The 2-page rule is not one universal federal standard, and pretending it is gets people hurt in both directions. The documented exceptions:

VA Title 38 and Hybrid Title 38 positions are exempt. VA's own guidance: "New Federal resume requirements under the Merit Hiring Plan do not apply to applications for Title 38 or Hybrid Title 38 positions." That covers most VA clinical and medical roles, including physicians and nurses. VA postings typically take a short clinical resume in the 2-page-restricted resume field, and your full CV goes in the "Other" documents field with no page limit. If you're a clinician, cutting your CV to 2 pages is the wrong move. Read the announcement instead.

Some announcements exempt themselves. We've read live internal merit-promotion postings that state, word for word, "NOTE: The 2-page Resume requirement does not apply to this position." The announcement always governs.

Systems outside Title 5 set their own rules. TSA and the FAA run their own personnel systems. Don't assume that means a longer resume is fine, though. We read a 2026 TSA posting that carries the standard two-page removal language plus a proctored USA Hire assessment. Agencies that set their own rules can and do adopt this one.

Positions that genuinely need a CV (some medical and research roles) handle it through announcement instructions and the "other documents" upload, per OPM's guidance.

The operating rule: your announcement is the contract

Every announcement tells you what it wants in two sections: "How to Apply" and "Required Documents." Read both, every time, before you decide what to submit. The default is 2 pages. The exception, when it exists, is written in the announcement. How to fit a career into 2 pages without losing qualification

The hard part isn't cutting. It's keeping what qualifies you. Federal qualification runs on specialized experience: work equivalent to the next lower grade in your target role's line of progression. The announcement spells out its specialized experience requirement, and your resume has to demonstrate it with your own accomplishments.

What each role on the resume must carry to be credited:

  • Employer and your job title, with pay plan, series, and grade for federal positions
  • Month and year start and end dates, not just years
  • Hours per week. OPM credits experience by time worked, and part-time is prorated, so a missing hours figure can cost you credit
  • Specific, quantified accomplishment statements that answer the announcement's specialized experience requirement

What to cut first: roles older than about 10 years unless they carry target-relevant experience, generic duty statements, repeated bullets across similar roles, credentials unrelated to this announcement, and objective statements. A well-built experience section makes a summary paragraph mostly unnecessary.

On format, OPM publishes actual recommendations, which surprises people who assume formatting is folklore. From the September 12, 2025 guidance: PDF is recommended, files are capped at 5MB, PDF portfolio files aren't accepted, margins at 0.5 inch, and the named font families are all sans-serif (Calibri, Arial, Helvetica, Verdana, Lato, Open Sans, Source Sans Pro, Roboto, Noto Sans), with roughly 14-point titles and 10-point body text.

Don't copy the announcement into your resume

This is the newest trap, and it's the opposite of old-school federal resume advice. Announcements now warn applicants directly. One live 2026 posting puts it this way: "Do not copy and paste the duties, specialized experience, or occupational assessment questionnaire from this announcement into your resume as that will not be considered a demonstration of your qualifications and your application may be marked as incomplete/ineligible."

So the job is translation, not transcription. Your resume mirrors the announcement's requirements in substance, with your own evidence in your own words. If the announcement asks for budget oversight experience, your bullet shows the budget you actually ran and what happened to it. Frequently asked questions

Does the rule apply to the resume already saved in my USAJOBS profile?

Yes. The September 27, 2025 restriction covers profile resumes, new uploads, builder resumes, and searchable resumes in the Agency Talent Portal. Update the stored one.

What if I submit a 2-page resume and a longer version together?

Per OPM's agency guidance, only the 2-page resume is reviewed. And if the only resume you submit is over 2 pages, you're ineligible for further consideration.

Is there a required format?

The 2-page cap is the requirement. The formatting specifics (PDF recommended, 5MB cap, 0.5-inch margins, named sans-serif fonts) are OPM's published recommendations. Follow them, but know the difference: length is enforced, formatting is guidance.

Does the limit include cover letters or other documents?

The limit is on the resume itself. Everything else runs through the announcement's "Required Documents" section, which is also where CV-friendly postings invite a full CV in the "Other" documents field. Read it every time.

Are VA jobs exempt?

Title 38 and Hybrid Title 38 positions are. VA says the Merit Hiring Plan resume requirements don't apply to them at all. Most other VA positions, and nearly everything else on USAJOBS, follow the 2-page rule unless the announcement says otherwise.
