What an Executive Federal Resume Service Actually Builds for SES Candidates

A competitive SES application is a 2-page resume now. Not a stack of narratives, not the old multi-page ECQ essays, a 2-page resume that has to carry your Executive Core Qualifications and your technical qualifications inside it. That one change is most of what you're paying an executive federal resume service to do, because the space is small and the bar is high, with nowhere left to bury a weak example.

The SES rules changed, and the old packet is gone

The Office of Personnel Management moved competitive career SES to a resume-only application. Your resume must be 2 pages, and you show that you possess the Executive Core Qualifications and the Technical Qualifications for the position inside that resume. In OPM's own words on live announcements, there is no requirement to prepare a separate narrative statement addressing the ECQs or the TQs.

That is a real break from how SES worked for years. A CHCO hiring memo dated May 29, 2025 told agencies to discontinue the 10-page narrative essays and adopt the resume-only method, resumes capped at 2 pages, with no separate ECQ and TQ narratives for competitive vacancies.

Here is the trap. OPM's older SES guidance is still floating around online, and one reference page describing the dead multi-page framework is serving again. Search it and you can read the old rules as if they were current. They are not. Anyone building your SES resume has to know which guidance is live and which is a ghost.

The five ECQs your 2 pages have to prove

There are five current Executive Core Qualifications, updated on OPM's page October 1, 2025:

• Commitment to the Rule of Law and the Principles of the American Founding
• Driving Efficiency
• Merit and Competence
• Leading People
• Achieving Results

Under those five sit 15 competencies, three per ECQ. Your resume has to demonstrate all five, with real executive results, in two pages, without a single narrative to lean on. That is the hard part. Most senior careers have the material. Very few people can compress twenty years of executive work into two pages that still prove all five qualifications to a reviewer who reads these for a living.

That compression is the craft. It is choosing which results carry the most weight, framing each one so the qualification is unmistakable, and cutting everything that does not earn its line.
